During the week of October 4, 2016 this card was available in a weekly card pack, along with Tele-Blink and Oasis Key. You can still earn the contents of that pack through weekly quests.

Chrono-vore, in addition to 5.5 
Attack Speed and 0.3 
Mana Regen also has an Unique Passive which grants 10% 
Cooldown Reduction.
Chrono-vore when combined with Mind Flow and Chrono-Tonic allows the player to reach up to 30% CDR.
