The Blue Camp spawns at 1:00 minute mark, and respawn/level up at 6:00, 12:00, etc.

The Blue Buff[]
Killing the Blue Buff Monster drops the Blue Buff. Person who takes it gains some 
Cooldown Reduction and 
Mana Regen for 150 seconds. The buff is dropped when the Hero dies, and can be picked up by everyone.
